That’s not true, they have an issue affect a lot of areas but some people are getting transactions to go through its just taking a lot of time and sitting retrying, fingers crossed it will be sorted soon, they have updated the xbox.com/status page yesterday to say they are working on the issues

i had a problem with a turkish vpn when trying to buy a game…I had to buy it with gift card…
Probably some MS problems… i hope so.
