Harry MacDowel, the man who went through thick and thin with Brandon Heat in the past. He grew up poor in the slums and joined the Millennion, an organization found by Big Daddy. Always admiring freedom and power, Harry's dream was to become the leader and he would do anything to fulfill his dream. He ends up murdering his longtime friend, Brandon Heat (Beyond the Grave).

Harry MacDowel shares stats with Grave. Although his shooting speed is slow, it is more powerful. He can break shields with his normal shots.
