In the 70s Italian Naval Forces in cooperation with the Boeing company developed a fast-moving motor boats on hydrofoils Sparviero class. In 1991, Japanese Marine Forces ordered a modified version of the Sparviero, in order to replace the PT 11 torpedo boats. In comparison to italian version, the Japanese PG 02 has a more powerful engine, which allowed it to reach maximum speed of 50 knots (92 km/h) and an upgraded armament - a 20 mm six-barrel rotary cannon JM61-RFS with a 3000 round per minute fire rate, which allows it to deliver significant damage to the ships and aircrafts of the enemy. Additionally, PG 02 is equipped with a smoke cover system, allowing this high-speed motor boat to effectively avoid enemy attacks.

Japanese destroyers Yugumo type, built in the early 40s were the upgrade of Kagero type destroyers. Ship of this class can reach maximum speed of 35 knots (64 km/h) and differs from its predecessor by the increased size of the hull, modernized bridge and upgraded armament. The armament of the destroyer consists of three 2x127 mm Type D guns, depth charges, and two quadruple rotating torpedo tubes 610 mm caliber with the Type 93 torpedoes (also known as Long Lances) - the most powerful, long-range and fast-moving torpedoes of its time. Unlike the regular Yugumo, the Kiyoshimo has a more powerful AA armament, which includes four 3x25 mm guns placed on platforms at the second smoke funnel and twelve 25 mm guns on the fore end and the stern of the destroyer.
